By the Rulebook on Organisation and Job Scheme of the Parliamentary Service of 31 July 2013, instead of the Section for research, analysis, library and documentation, the organisational unit Parliamentary Institute was founded, operating within the Sector for Research, Documentation and IT Network.
Parliamentary Institute serves as a specialised information centre, which provides information and makes records and library resources available. These records and library resources are collected, kept and processed in the Parliamentary Institute, and are necessary for timely and quality exercise of parliamentary office, work of the parliamentary service and work of MP groups. The Parliamentary Institute is composed of the following units: Research Centre, Library and Documentation Centre and Archive, and Education Centre.
Research Centre prepares research papers in the form of short information notes or analysis papers on a specific topic; then comparative overview on certain issues and manner they are regulated in the region, EU member states and other countries; and also in the form of statistical overviews, aimed at supporting the work of MPs and the Service. In the context of international cooperation, the Centre prepares information and responds to requests of international organisations, national parliaments and institutions within the European Centre for Parliamentary Research and Documentation (ECPRD), and in cooperation with the Sector for Support to Legislative and Oversight Functions of the Parliament, cooperates with domestic and foreign institutions, libraries, universities, state and other institutions. The Centre also provides professional support to MPs and employees in the Service for their own research, by referring to the available data and search methods.
Library and Documentation Centre and Archive performs expert and other tasks related to: procurement, processing, storage and making available of library resources and internal documents of the Parliament, making of special library collections and databases, exchange of parliamentary documents with similar institutions at home and abroad, providing technical assistance and training for self-search of sources of information, collection, storage, classification, processing and making available of parliamentary documents, archiving of parliamentary materials and articles in connection with legislative procedure and the activities of the Parliament of Montenegro, or registration, collection, maintenance, processing, protection, selection and use of archive material. Parliamentary Library is a special library, whose primary task is the provision of services to a narrow range of users - MPs and parliamentary staff. Library funds contains publications in the field of legislation, law, international and legal practice, political science, economy and other related social sciences, as well as issues of the Official Gazette since 1945 until today, and shorthand records from parliamentary sessions, also from 1945 until today.
Education centre performs expert and other tasks within educational and informing activities, relating to: preparing and conducting educational programs (workshops for students, internships, volunteer work), opening of the Parliament to the public, educating young people, providing professional support in order to facilitate gaining of practical experience by internship and volunteering in different organisational units within the Parliament, making of parliamentary publications (performance reports of the Parliament, newsletters, brochures and other publications), and educational and informative material related to educational programs to inform the public about the work of the Parliament. The Centre conducts education programme for primary school children titled Democracy Workshops “Barbara Pramer”“.
